The Blair County Community Action Agency (BCCAA) operates a variety
of programs that serve Blair County residents interested persons
should call BCCAA to make an appointment.

BCCAA
follows specific guidelines which relate to confidentiality. Federal
law mandates that client information can only be provided to persons
outside the Blair County Community Action Agency based upon written
approval of the client in question.

The
Blair County Community Action Agency (BCCAA) serves Blair County
with three residential weatherization programs;
1. Pennsylvania Department of Community and Economic Development
2. The Peoples Natural
Gas Co.
3. First
Energy
each program has specific criteria to determine client eligibility.
1.
Energy education to reduce home energy costs.
2. Electrichoice education regarding electric utility deregulation.

BCCAA operates a supportive housing program for homeless Blair
County residents. The program offers a variety of supportive services
to homeless persons. The program is funded through a grant from
HUD.
Our
goal is to place individuals into employment opportunities. We
offer two programs that provide individuals with the necessary
skills to obtain and retain employment.
1. Employment Counseling Services (for the general public)
2. The Supported Work Program (for welfare recipients)
The
case management program provides intensive case management services
addressing a wide range of individual client needs that are identified
in an initial assessment. Client service plans are developed with
measurable goals, that if accomplished, will help the client to
become more self-sufficient.
The
goal of the program is for clients to increase their economic
self-sufficiency thereby reducing dependence on social programs.

BCCAA
is a local administrator for the HEMAP program. HEMAP is designed
to prevent foreclosures and distress sales of owner-occupied homes
due to circumstances beyond the control of the homeowner, such
as unemployment or sudden illness.

The
FSS program provides intensive case management services addressing
a wide range of individual client needs that are identified in
an initial assessment. Client service plans are developed with
measurable goals that if accomplished will help the client to
become more self-sufficient.
Clients
of this program must be Section 8 recipients served by the Altoona
Housing Authority.
The goal
of the program is for clients to achieve economic self-sufficiency
thereby reducing dependence on subsidized housing and other social
programs.

energy
related client emergencies are addressed with four utility sponsored
programs. individuals with delinquent utility accounts may qualify
for and receive assistance from;
1. The Dollar Energy Fund
2. Peoples PCAP(sponsored by The
Peoples Natural Gas Co.)
3. Project Good Neighbor
4. Penncap (sponsored by First
Energy )
Each program requires referral from the sponsoring utility.
